Oh my... and in my hometown nonetheless.

Looks like a little 50cc scooter, just judging on the size of it compared to the people in the background (unless they are all incredibly tall or fat). Appears to be from the 70s or 80s judging by the style of the lights.

As far as NPoCP - I have no idea regarding those things. They are solid as a rock though.
